В Windows Server 2016, как и в Windows 10 имеются необходимые библиотеки Windows Photo Viewer, но отсутствуют нужные файловые ассоциации.
Для настройки ассоциаций нужно внести изменения в реестр.
В тестовом редакторе создайте файл с расширением .reg и добавьте в него. Это для ассоциации с файлами .bmp Для других ассоциаций заменить bmp на другие расширения (png, jpeg, jpg, gif). И выполните данные файлы на сервере.

Если у пользователей при просмотре картинки спрашивает чем их открыть Paint илиWindows Photo Viewer, то делаем следующее:
в тестовом профиле настраиваем через панель управления ассоциации с файлами. Затем выгружить ассоциации в файл
Dism.exe /online /Export-DefaultAppAssociations:C:\PS\DefaultAssoc.xml
пользователь должен быть в группе Администраторы. Затем в файле можно удалить не нужные строки (другие файловые ассоциации). И настроить применение файла через групповую политику
